அரைகுறையாகச் சேடமிழுத்துக்கொண்டிருந்த அரசுக்கும் புலிகளுக்குமிடையிலான "புரிந்துணர்வு ஒப்பந்தம்" முற்றாகக் குழிதோண்டிப் புதைக்கப்படப் போவதாகத் தெரிகிறது.
